Try Crucial Paradigm or HostGator. Both are quite good.

Bluehost or Hostgator are good shared hosts.

Like anything else if it sounds to good to be true then it probably is, I wouldn't even consider those basement operations, they are easy to spot "hosting $1 month etc.." :)
